0-45-16 is the build most PvE enhancement Shamans do these day, this specc I do think is what works best in PvP. This includes browsing, mental quickness and talent to be replaced with two-hand Specialization.
I think that it is of little significance, but it’s certainly a buff. We will use 1 / 4 less mana for Shocks in pvp (if we assume that we have 50% uptime) and the most guys I know of will reach 450 spelldmg from mental quickness. So we get extra spelldmg on the shocks that we almost never critters on (spell critt chance – resilience likely to critters with spells = 0.1% chance to get a critical spell) and the more crucial time of the resistance of the opponent.
If you go further into the enhancement tree with enhancement gearbox like, you get much more out of it in pvp. If you want to go down in the elemental tree, I suggest you go a little deeper there too, and get on some elemental gear in the process!
